I get the sense that it’s rather arbitrary and up to the individual email systems but I am not an expert in such things! I will certainly let the rest of the HC team know so we can look into it more…

In the buttons at the top of the group’s page, you should see a “Send Invites” button. If you don’t, it’s possible that the group’s admin has turned off the ability for other members to invite people.
