1988 Parameters article that discussed what two officers saw at the time as a disturbing and growing trend in the Army related to Command Sergeants Major and the havoc they had observed when senior enlisted leaders were not confined to their historical role or advising the commander and taking care of troops. In the years since this article has been published every negative prediction, the authors made have come true. The trends they warned about in 1988 are now part and parcel in across the military with negative consequences for good order and discipline and the sanctity of the chain of command.
