The copyright office issued their proposed rule for the new 1401(c) section of the copyright law. It’s important to note that the MMA also includes 1401(f) which addresses the ability of libraries, museums, and archives to take advantage of 108(h); how useful 1401(f) remains to be seen, but it’s certainly, as it currently is proposed, a greater burden on our institutions than Sec 108.
