• In 1960, right before the launching of Kennedy’s Alliance for Progress, a Congressional investigation was conducted over 5 previous administrative procedures that dismissed the allegations of corruption on US foreign aid to Peru. Those previous procedures conducted by the International Cooperation Administration had exculpated John R. Neale, Chief of USOM in Peru and Director of Inter-American Cooperative Service for the Production of Food of his accusations of conflict of interest for his investment in agricultural industries in the country of mission. Congressional discussion over Neal´s case jeopardized Foreign Aid to Latin American and the program of Alliance for Progress itself.
